Achievement and Responsibilities Administration of staff over 200 staff members for both Harare and Rusape branches • Managing the staffing process and onboarding e.g active involvement in recruitment by preparing job descriptions, posting job adverts, conducting job interviews and orientation • Support the development and implementation and reviewing of HR initiatives and systems in line with the company’s strategy • Crafting of standard contracts of employments and ensuring that they in line with Labour Act • Contract management; appointments, renewal of contracts, and terminations. • Approving job description and updating • Looking after the health, safety and welfare of all employees in line with health and TIMB regulations • Monitoring staff performance and attendance • Support the management on disciplinary and grievance issues • Maintaining of employee records • Producing company policy and staff code of conduct • Reward management for field and office employees • Pay roll management • Compensation reviews and surveys using industry and market standards • Handling employee’s disciplinary and grievance issues • Policy formulation • Developing training and development programs • Initiating and nurturing a positive and conducive working environment • Coaching and mentoring staff members
KEY DUTIES AND RESPONSIBILITIES Recruitment and Selection Identify vacant post for promotion, transfer and regrading Review and update job descriptions Apply for Treasury concurrence where applicable Advertise and or authorize the sourcing of candidates Conduct interviews for grades below Principal Human Resources Officer and below Facilitate induction, orientation, follow ups and placement 1.Salary Administration • Attend to salary quries • Paysheet acquittal on a monthly basis • Communicate with paymaster on complex issues • Check the correctness of the paysheet for casual labourers • Administration of leave (vacation, annual, maternity, sick and Manpower Development Leave) • Processing of medical Boards for employees on indefinite sick leave • Processing of allowances (Acting allowance, night duty, Mental Allowance and locum responsibility 2. Discipline • Analyze preliminary allegations • Institute investigations where necessary • Monitor progress • Assess investigation reports • Analyze responses and recommend appropriate action to the disciplinary authority i.e determination and penalty • Maintain disciplinary record • Produce monthly disciplinary returns to the head of station and Ministry • Educate members on Disciplinary Regulations • Resolve minor disputes • Monitor conformity to all standing rules, policies, procedures, principles and practices by all members • Taking minutes of disciplinary proceedings, interviews and minutes 3.Training • Identify training needs for Human Resources Assistants and other members of staff then liase with various training institutions and facilitate induction training for new members • Consolidate Human Resources Development Plan • Cost training courses to come out with training budget • Maintain Manpower Development Leave as well as bonding register • • Identify appropriate Resources persons and material/equipment • Evaluate the effectiveness of training • Recommend appropriate action those who breach the bonding contract • Conducting retirement training for employees above 50years • Organize meeting and workshops 4.Perfomance Management • Agree on result – based management work plans • Monitor subordinates review meetings • Hold progress review meeting • Counsel subordinates • Validate performance ratings • Observe employment equity Affirmative Action Policy • Teaching and interpreting policies to employees • Conducting RBPPS Trainings • Mentoring HR Assistants, Students on Attachment and other Junior employees Trainings & Certificate • Completed course in Finance for Non-Financial Manager (Public Service Commission) • Attended training and participated in the Job Evaluation exercise for the Health Service. • HIV/AIDS Peer and Basic Counseling Skills Course
